The Constitution tells the story of Vjeko, a Croatian teacher dedicated to the history and language of his country. In an apartment in the center of Zagreb, Vjeko takes care of his father, a former Ustafarian officer, who has been forced into a bed for six years now, and he is saddened by the loss of his love, the cellist Bobo, not resigning himself to this separation. Deeply depressed and with suicide as the only apparent solution, Vjeko finds pleasure only in his night promenades around the city, dressed as a woman with make up too.
